In the 1990’s, he was a regular contributor of a column for the Providence Journal’s Face of Religion Page representing the voice of evangelical believers. In addition to his church service, Mr. Noble valued education and served his community. He was elected to the Pawtucket School Committee in 1996. He ran as a community caucus candidate uniting Democrats and Republicans to become the top vote getter in that election. He served on the R.I. Association of School Committees chairing many committees. He also chaired the city-wide Blue Ribbon Committee to Study Aid to Private Education. Other areas of service included President of the Ten Mile YMCA Outpost and a member of the Board of Directors of the Pawtucket YMCA.
